Originally developed by the Budd Company, gallery commuter cars were designed to increase passenger capacity while maintaining efficient boarding and unloading at busy suburban stations. Their distinctive bi-level arrangement featured upper seating galleries overlooking the center aisle, allowing conductors to check tickets throughout the car from the lower level.

Following the formation of Burlington Northern in 1970, these stainless steel gallery cars continued serving Chicago-area commuters. Beginning in 1973, Burlington Northern converted its original CB&Q gallery car fleet to head-end power (HEP), replacing steam heating with electric heating and updating the interior lighting. These cars remained a familiar sight throughout the Burlington Northern commuter era.
